You can use this build with any base class.
Always use these two
Arcanist - Herald of the Tome
Dragonknight - Ardent Flame
We will always use Arcanist's Herald of the Tome and Dragonknight's Ardent Flame. Herald of the Tome gives us access to the core ability of this build -
Pragmatic Fatecarver. Ardent Flame contains 2 very strong active abilities (
Flames of Oblivion and
Venomous Claw),
Molten Whip which can be backbarred for passive 300 Weapon and Spell Damage and
Standard of Might which is the strongest Ultimate in the game
3rd skill line to choose from
Templar - Aedric Spear
Templar - Dawn's Wrath
Sorcerer - Storm Calling
Nightblade - Assassination
Warden - Animal Companions
Necromancer - Grave Lord
Choose one of these as your 3rd skill line. If your base class is Arcanist or Dragonknight you can choose any of them, otherwise you're locked to a single possible combination (except of Templar, which has 2 possible combinations)

Animal Companions

Additional benefits: insane sustain thanks to
Flourish and
Bull Netch, additional Critical Damage thanks to
Advanced Species (usually 10%, but
Wild Guardian can be slotted on frontbar for a total of 15%), self-sufficient Major and Minor Breach from
Deep Fissure which can provide a lot of penetration when playing with bad tanks, extremely good in trash packs thanks to being able to pre-cast

The difference between best and worst race is about 5% of DPS and there is no content in the entire game that you'd be blocked from completing because of choosing a bad race.
Best race for 12-man content - Dark Elf
Best race for 4-man content - Khajiit
Other decent options: Orc, High Elf, Wood Elf, Imperial, Redguard

You should always put all 64 attribute points into Stamina
Your sustain can vary greatly because it's impacted by your race, the amount of synergies provided by your teammates, and by your chosen 3rd Skill Line. Choose the food with more Stamina Recovery if you can't sustain
With Max HP - for most content:
Without Max HP - for parsing or content where you know you can get away with it:
Most of the time you should use Tri-Stat potions (Restore Health, Restore Stamina,
Restore
Magicka). They'll greatly improve you sustain. You can craft them by combining
Columbine,
Bugloss
and
Mountain's Flower.
There are better potions but they're extremely expensive. Heroism potions (Heroism,
Restore
Stamina, Restore Magicka) can provide a 100% uptime on Minor Heroism buff which
generates
ultimate, but they're expensive because they're crafted by combining
Dragon Rheum,
Dragon's Blood
and
Columbine.
