Rumors are mysteries found across Tamriel. Unlike normal quests, they do not give you step-by-step objectives or tell you where to go. You get a hint for where to start, then you have to read the clues and work out what to do next. Most Rumors have more than one ending.

Rumor Basics

The Quest Journal now has a toggle between Quests and Rumors. Any clues you find are added to that Rumor's Journal entry.

Each Rumor gives you a hint about where to start it. After that, you have to follow the clues yourself.

Rumors are character-specific, not account-wide, so you can make different choices on different characters. Some are linear, while others let you collect clues in any order. Most have multiple endings, and some have secret endings.

Rumor Categories

There are three Rumor categories:

Plots
Conspiracies

Blue Text

Blue text usually points to something useful, but occasionally it means nothing. In Burglary in Camlorn!, the highlights mean different things:

Beriel Estate sounds like a clue, but it means nothing. It doesn't even exist in the game.
heirloom is the object you need to recover.
Outlaws Refuge is where you find the next clue.
Bank of Daggerfall is one of the ending targets.

Clue Order

You will not always find clues in the same order. You can find a later clue before you have what you need to use it.

Endings

Choosing an ending completes the Rumor on that character. You need another character to try a different one.

How to Get Started

The introductory quest, Rumors Abound, is available from the Quest Starters section of the Crown Store. You can also begin by speaking to Tilli the Gossip at the southern docks of Daggerfall.

Rumors Abound points you to The Beriel Heirloom. This is the tutorial Rumor.

Mysterious Dreamer	On a bridge outside of Riften a traveler might learn about a fascinating legend of the Rift.
Bumps in the Night	You hear the most interesting things when you eavesdrop on constables in the town of Fell's Run.

Walkthroughs

This is a Whisper. I completed the Bank of Daggerfall ending and the Crosswych ending on separate characters on the Update 51 PTS.

Clue 1: Burglary in Camlorn!

Starter hint: Find a broadsheet in Daggerfall, Wayrest, Evermore, or Northsalt Village for details about a stolen item.

Read the notice. It says the Beriel Heirloom was stolen and offers a reward for returning it to the Bank of Daggerfall. Your next clue is in the Daggerfall Outlaws Refuge.

Clue 2: Adrone, You Idiot!

Search the Daggerfall Outlaws Refuge for the letter. It points to a fallen-log cache at the base of the cliffs overlooking Eagle's Brook.

The letter also says the thieves' client is in Crosswych and that their drop box is behind a house.

Clue 3: Beriel Heirloom

Find the hollow-log cache near Eagle's Brook and recover the Beriel Heirloom.

Leave the heirloom in the Bank of Daggerfall drop box. The drop box doesn't glow so it's easy to miss.

Crosswych

Leave the heirloom in the Heist Drop Box behind the house in Crosswych. I completed this route on a second character.

You can only use one drop box. Once you finish the Rumor, you cannot restart it on that character. Both endings gave me one Phynaster's Gem of Deception and one Counterfeit Pardon Edict.

This is the only standalone Conspiracy in Season One. The other three are part of the Nowhere Vault.

Clue 1: Gold Leaf Brooch

Starter hint: Intriguing keepsakes with interesting stories can be found in the shops of Northpoint. Or so people say.

Buy the Gold Leaf Brooch from Marie Serielle in Northpoint for 390 gold, then examine the inscription on the back. It points to Satakal's Blossom outside Northpoint and Dragon Tongue's Message in the Evermore Outlaws Refuge. You can follow these clues in either order.

Clue 2: Satakal's Blossom

Search Satakal's Blossom's body outside Northpoint. A parchment is underneath her body.

The parchment marks Bergama and describes the spy post as east of a small hill with a protruding rock.

Clue 3: Dragon Tongue's Message

Read Dragon Tongue's Message in the Evermore Outlaws Refuge. It points to a delayed shipment at Wayrest Docks and mentions the Gold Leaf Spy Post in Hammerfell.

The message also highlights Bangkorai Garrison, but you do not need it yet. Go to Wayrest Docks next.

Clue 4: Gold Leaf Sword

Find the Gold Leaf Sword among the crates at Wayrest Docks. The location is marked on the map below. Its hidden message tells Satakal's Blossom to take the sword and brooch to Nightshade at the Gold Leaf Spy Post outside Bergama. From there, she is supposed to continue to the safehouse in Moira's Hope.

Clue 5: Gold Leaf Spy Post

The Bergama clue is vague, so use the map below. There is a very weak add to kill.

Orders for Nightshade say that the Lion Guard at Bangkorai Garrison is investigating the Gold Leaf Society. Satakal's Blossom was supposed to use her brooch and sword as proof of loyalty. The orders send Nightshade to the safehouse in Moira's Hope and include the signet ring that opens the lockbox there.

Clue 6: Gold Leaf Lockbox

Find the Gold Leaf Lockbox inside Esmery House in Moira's Hope. You can reach it before completing the Bergama step, but it will not open without the signet ring from the spy post.

Read the manifesto inside. The Gold Leaf Society plans to poison High King Emeric, and the document names its agents. It also tells you to hide it in the nearby vase if you suspect the safehouse or plan is compromised.

Choose an Ending

Hide the Manifesto

Hide the manifesto in the nearby vase. This keeps the plot secret and warns the Gold Leaf Society that its plan was compromised.

Bangkorai Garrison

The Lion Guard is already investigating the Gold Leaf Society. For the other ending, take one piece of evidence to the Lion Guard Drop Box at Bangkorai Garrison.

I received the Quite the Conspiracy achievement and a May the Gold Leaf Guide You Rumor Box. The box contained 100 gold, Shield of Lion's Courage (a named Knight-errant's Mail shield), and a Wondrous Nowhere Key.
