Dynamic Encounters are new overland events that spawn in ESO's existing zones, first announced under the name Dynamic World Events. There's no queue and no quest to pick up. When one is active, you walk into the event area and get added automatically.
Season One launches with three of them: Vampire Hunt in Glenumbra, Farm Aflame at Flowervine Farm in Auridon, and Bilsa's Delivery in Stonefalls. Instead of a single boss fight, each one runs through several stages that mix combat with smaller objectives like putting out fires, moving horses, gathering ingredients, and following NPCs across the zone.
The main reason to run them is the rewards. They're the source for the new Werewolf Form skill styles and the Blood Scion (Coldharbour) vampire style, plus Alessian Rebel outfit pages and the Baffling Baan Dar Note for Rogue's Refuge.
Challenge Difficulty makes overland tougher, but it does not improve Dynamic Encounter chest drops, so don't crank it up expecting better style pages or fragments.

They scale with how many players are nearby, so they're actually extremely easy to solo
All three come from Bilsa's Delivery, the Dynamic Encounter in Stonefalls. You collect Bitten Chew Bones from it and use them: 1 for Black, 5 for Ashen, and 10 for White. Your first Bitten Chew Bone each day is guaranteed, with a smaller chance from later completions.
Blood Scion, Coldharbour comes from Vampire Hunt in Glenumbra. You need 10 Shards of Parched Stone, which drop from that encounter. Your first Shard of Parched Stone each day is guaranteed, with a smaller chance from later completions.
There are three at launch, one each in Auridon, Glenumbra, and Stonefalls. A unique icon shows on your map while one is active, so watch the map. Some move as they progress, so follow the icon if you join partway through.
Dynamic Encounters appear roughly every 30 minutes, but each zone instance has its own timer. There is no reliable global schedule.
The big ones are the Werewolf Form and Blood Scion skill styles. Rewards can also include overland set pieces from non-matching zones, Maelstrom Arena and Dragonstar Arena sets like Hunt Leader and Destruction Mastery, Granny's Eel Pie recipe from Bilsa's Delivery, and the usual fodder like gold, enchants, and soul gems. Red Lichen can drop from Bilsa's Delivery chests, including the middle chest. The Tapestry of the Prince's Hunt lead can drop from Bilsa's Delivery in Stonefalls, including from the middle chest. The Fool's Gold Pile antiquity lead can drop from Vampire Hunt in Glenumbra. Dynamic Encounter reward chests can also drop the Gem of Agility for the Prowler's Talisman, as well as Unformed Planar Keys. Alessian Rebel pages are split between the three encounters: Guards and Boots come from Bilsa's Delivery, Helmet, Arm Cops, and Bracers come from Farm Aflame, and Jack and Belt come from Vampire Hunt. The Baffling Baan Dar Note, one of the four fragments for Rogue's Refuge, can also drop from all three Dynamic Encounters.
